how do you sew length changing cords into a dress?

Tosha Tawney: Made the same way balloon shades are made for windows. Sew a length of cord or ribbon to the seam allowance (looks like they start roughly 8" up from the hem). Feed the cord through several rings also sewn to the seam allowance. Put a bead or tie a large knot at the top. Gather as you like.If you put the cord or ribbon in a channel you'd get tight gathers, kind of like Belle's yellow ball gown in Beauty and the Beast.
