HOW DOES A casino contribute to a city's culture and recreation and tourism?

Debora Rinderer: The idea is that the casino will pay lots of taxes to the city, which the city will in turn use to develop the city's infrastructure to include museums, theater, public areas like parks or scenic walks, business centers, nightlife/shopping areas, etc. This is how it's done if the people spending the taxes from the casino are smart -- they make the city more appealing to people who live in the suburbs and to people visiting from out of town. However, this doesn't always happen. Case in point: Detroit. The Detroit MGM Grand posted a profit of over $500 million last year, but the downtown area still looks like the bombed out areas of downtown Beirut.
